Unless a room is designated a Safe Haven a Slaver may conduct business within, including selling and purchasing of slaves. There are only 2 safe havens and they are: Kajira Gardens and Kajira Waterfalls. Slavers WILL NOT collar or capture in safe havens...... Period. Any Tavern or area not explicitly named with "Kajira" that wishes to be considered a Safe Haven, must submit said guidelines to this Caste to be kept on file.
